UK and France to Deploy Military Personnel to Ukraine in the event that a Ceasefire Accord is Agreed

The London and Paris have inked a statement of purpose concerning the deployment of military forces in the nation if a ceasefire be struck with Moscow, the British leader, Sir Keir Starmer, has stated.

After talks with allied nations in Paris, he indicated that the two nations would "create military hubs in various parts of Ukraine and build protected structures for arms and equipment" to prevent any future attack.

The allied nations also put forward that the United States would assume leadership in verifying a truce.

Russia has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has not yet commented on this recent declaration.

Background and Continuing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Moscow currently occupies approximately 20% of the country's land.

"This represents an essential component of our pledge to be alongside Ukraine for the foreseeable future," remarked the UK Prime Minister.

National leaders and senior officials from the "Allied Coalition" took part in the recent discussions.

He stated at a combined announcement, Starmer added: "It establishes the framework for the juridical structure under which British, French, and partner forces could operate on Ukrainian soil, defending Ukraine's skies and seas, and rebuilding Ukraine's military for the time to come."

The British leader also stated that the UK would be involved in any American-headed verification of a prospective cessation of hostilities.

Defense Assurances and Negotiation Stances

Senior American diplomat Steve Witkoff stated that "durable security guarantees and substantial prosperity commitments are vital to a lasting peace" in Ukraine – mentioning a central demand made by Kyiv.

He said the allies had "mostly completed" their work on agreeing such pledges "so that the people of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, ex-President Donald Trump's representative, also took part in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's supporters had made "significant advances" at the talks.

He noted that "comprehensive" safety pledges for Kyiv had been agreed in the case of a prospective truce.

Ukrainian President Volodymyr Zelensky said that a "huge development" had been made in the negotiations, but cautioned that he would only view efforts to be "enough" if they resulted in the conclusion of the conflict.

Recently, the Ukrainian leader suggested a peace agreement was "90% ready". Settling the outstanding 10% would "shape the fate of the agreement, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the heart of key disagreements for the parties involved.
  • Putin has often said that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will take control, dismissing any concession over how to finish the war.
  • Zelensky has so far rejected surrendering any territory, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia does the same.

Russian forces currently controls about 75% of the Donetsk region and some 99% of the neighbouring Luhansk. The pair of oblasts form the industrial region of Donbas.

The original US-led 28-point peace plan that was extensively reported to the media last year was perceived by Kyiv and its European allies as being strongly biased in Moscow's favor.

This led to weeks of intensive negotiations – with Ukraine, the US and European leaders trying to adjust the proposal.

The previous month, Kyiv sent the US an revised framework – as well as additional documents detailing possible security guarantees and provisions for Ukraine's recovery, he said.
